On September 1, 2025, Indonesia introduced a mandatory digital arrival card All Indonesia for all foreign tourists. Initially, it will be valid at the three largest airports — Bali (Denpasar), Jakarta, and Surabaya. And from October 1, the requirement will extend to all international airports in the country, including Sumatra, Komodo, Makassar, and Manado.
The All Indonesia card combines several documents that previously had to be filled out separately: customs declaration (e-CD), SATUSEHAT medical form, as well as immigration and quarantine data. Now tourists will be able to complete everything online before their trip, which will speed up the control process.
The form must be completed on the website no earlier than 3 days before the date of entry. The declaration must include personal and contact details, flight number, and hotel name.
In addition, from October 1, 2025, a tourist tax of 150,000 Indonesian rupiah (approximately USD 14) will be introduced. It can be paid either online or upon arrival.
Please note!
To enter Bali, you need to fill out a customs declaration. This can be done online upon arrival. At the airport, there are banners with a QR code that you need to scan to get to the page for filling out the declaration. However, in order not to waste time upon arrival, we recommend filling it out in advance on the official website.
Some airlines also require a completed declaration before boarding. It must be filled out no earlier than two days before arrival in Bali. We recommend that you check the rules of your airline for this information.
When entering Indonesia, a new mandatory requirement has been introduced - filling out an electronic questionnaire on the website sshp.kemkes.go.id. This is a precautionary measure aimed at preventing the importation of monkeypox (mpox).
In the questionnaire, you need to indicate:
- Countries you have visited in the last 21 days;
- The presence of symptoms characteristic of monkeypox;
- Information about contacts with people who have symptoms of mpox.
Important!
Starting in 2024, all international tourists coming to Bali must pay a tourist tax of 150,000 IDR (approximately 9-10 USD). This fee is aimed at supporting environmental and cultural initiatives on the island. Payment is made through the official platform before arrival or directly on the spot at Denpasar Airport.
If you are a citizen of one of the 9 countries for which the visa-free regime is in effect, you do not need a visa to enter Bali. The visa-free regime is valid only for 30 days and, unlike the e-VOA (visa on arrival), cannot be extended and is intended for tourist purposes only.

Visa-free citizens traveling to Bali in 2025 must present a valid passport to Indonesian immigration authorities upon arrival at the border. The passport must be valid for at least 6 months. In addition, you must have additional documents confirming the trip, such as a return ticket.
If tourists from visa-free countries want to stay in Bali for more than 30 days, they need to apply for an Indonesian visa.
The visa allows you to enter the country for 30 days with the possibility of another 30-day extension, after which you must leave Bali. To obtain a single-entry visa, you will need $35 and a return ticket or a ticket to a third country + insurance with coverage of at least $25,000.
All other citizens need to obtain an Indonesian visa. They can get an electronic visa on arrival (eVOA ) or a regular visa, such as a C1 visa. This is a single-entry visa that is valid for 60 days and can be extended twice up to a total possible stay of 180 days. After that, you can apply again while you are in Indonesia for another 180 days.

Electronic visa on arrival (e-VOA) for foreign travelers
Travelers can apply for an e-VOA - electronic visa on arrival before traveling to Bali. This will save you time as you will not need to stand in line to get and pay for the VOA upon arrival in Bali. This visa allows you to stay in the country for 30 days with one extension for another 30 days

Where can I apply for an Indonesian e-VOA?
You need to apply and pay for an electronic visa upon arrival in Bali (e-VoA) on the website of the Indonesian Immigration Service.
You will only need to pay Rp 519,500 - Rp 500,000 for the e-VOA + 3% credit card fee of Rp 19,500.
How to apply for an electronic visa on arrival (e-VOA)
1. Go to the website. Click on the login menu and on the Register button to create an account. If you already have an account, enter your username and password, and then click the Submit button.
2. Fill in your personal and passport information and click the Submit button.
3. Check your email, click the Activate button to activate your account, and then log in using your username and password.
4. Go to the main menu, then click Apply (or go to the Applications menu) to apply for your e-visa.
5. Fill in the visa application form, click the Submit button to continue, and then make the payment.
6. Click the Make Payment button for processing, enter your credit card information, and then click the Pay Now button. Online payments with Visa, Mastercard and JCB logos are accepted. The visa fee is 500,000 Indonesian Rupiah.
7. Complete and verify the payment. If the payment is successful, the e-VOA will be processed. You will receive an email notification once your e-VOA is ready.
8. Most tourist visas are processed within 5 business days.
9. Click Download to receive your e-VOA.
10. Show your electronic or printed copy of the approved e-VOA to officers at immigration checkpoints.
Indonesian visa holders must provide a copy of their visa as well as the same passport they used when applying. It is important that the information on the visa matches the passport.
Indonesian visa on arrival (VOA)
Applicants for a visa on arrival must arrive at the border with Indonesia with all the documents required to obtain an Indonesian VOA, as well as payment of the fee. This is another reason why many travelers prefer to obtain a visa in advance.
Due to travel restrictions imposed by the Indonesian government, all visitors must additionally present:
- Valid health insurance
- Passport of the respective country (minimum validity: 6 months)
- 1 or more blank pages of the passport
- Return airplane tickets
- Indonesian visa fee upon arrival (cash only).
Please note that meeting the requirements does not guarantee entry. Visitors apply for a visa at the appropriate border crossing point, and Indonesian immigration authorities decide whether they are eligible for entry.
The visa upon arrival allows its holder to stay in Indonesia for up to 30 days. However, it is possible to renew it. To extend a VOA, travelers must visit an Indonesian migration office (Kantor Imigrasi in Indonesian). Applicants may return to the office up to 3 times before the process is completed.
Requirements for visa extension upon arrival:
- 2 completed extension forms (Formulir untuk perpanjangan pertama visa kunjungan form and Formulir perubahan data orang asing form)
- A valid passport valid for at least 6 months
- A copy of the sponsor's ID (agencies can act as a sponsor for a fee)
- Payment of the extension fee
It is recommended to apply at least 10 days before the expiration of their visa.
Exceeding the period of stay at the Indonesian VOA will result in a fee (300,000 IDR per day) and may affect future visa applications.
To import pets (dogs, monkeys, cats) to Bali, you must have entry permits issued by the Director of Animal Health, Directorate General of Animal Husbandry, Jakarta.
Application procedure for entry permit:
Applications for permits to bring pets (dogs, monkeys, cats and other similar animals) to Indonesia should be submitted to the Director of Animal Health, Directorate General of Animal Husbandry, Jakarta at least one month before arrival. The following information about the animal must be provided in the letter requesting entry:
- Name (of the animal);
- Age;
- Coloring;
- Gender;
- Type;
- Special mark;
- Address in Indonesia.
The animal must have health certificates issued by a government or practicing veterinarian in the country of origin stating that the animal has already been examined and declared healthy, and that there have been no cases of rabies in the animal's area during the last 4 months.
The animal must have a rabies vaccination certificate confirming that the animal has been vaccinated against rabies during the last 12 months before departure.
The following can be imported duty-free to Indonesia:
- import and export of foreign currency is not limited, amounts over $ 11 thousand are declared;
- up to 200 cigarettes or 50 cigars or 100 g of tobacco;
- 1 liter of alcoholic beverages;
- gifts and souvenirs worth no more than $ 250 per person or $ 1,000 per family;
- perfumery - within personal needs;
- professional photo, video and audio equipment must be registered by the authorities when entering and leaving Indonesia.
The import of weapons, drugs, explosives, pornography, cordless telephones, medicines of Chinese origin, and printed publications into Chinese is prohibited in Indonesia. There are also restrictions on the import of fruits, vegetables, meat, fish and plant products.
WARNING! Execution is provided for the transportation, storage and distribution of drugs.
Every person crossing the Indonesian border by any mode of transport must declare the goods he/she imports into Indonesia at the port of entry. Arrived passengers and crew members must fill in the customs declaration form and present it to the customs and excise officer at the customs inspection point. An oral declaration may be made at certain ports designated by the Director General of the Customs and Excise Service of Indonesia.
Please note that all items transported by hand MUST be checked through a scanner at the customs checkpoint.
We also remind you that a customs and excise service officer at the port of entry can conduct a random inspection and thorough physical inspection of any passenger and crew members, as well as their belongings.
Goods subject to import duties, taxes related to imports, and excise duties. Personal belongings of the passenger, the customs value of which exceeds 250.00 USD for each person or 1,000.00 USD for the family. If the value of the transported goods exceeds the above amount, the passenger must pay the import duty and other import duties for the difference.
Excisable goods of personal belongings of an adult passenger, exceeding 200 cigarettes, 25 cigars or 100 grams of ground tobacco, and 1 liter of alcoholic beverages.
Crew goods of a vehicle the customs value of which exceeds USD 50.00 for each arrival.
Excisable goods of the vehicle crew, the number of which exceeds 40 cigarettes, 10 cigars or 40 grams of chopped tobacco, and 350 milliliters of alcoholic beverages.
If the value of the goods carried by the passenger or crew exceeds the specified quantity, the passenger must pay the import duty and other duties for the difference. However, goods such as a camera, video camera, radio cassette, binoculars, laptop, or cell phone that will be used during the stay in Indonesia and will exported when leaving Indonesia are exempt from customs duties.
