Any person requesting a residence permit application form for the first time must first present their passport.
A valid passport (the passport must be valid for at least six months before the expiration date). If it does not have the required six-month validity, the applicant must renew the passport and the form will not be issued to the applicant.
To extend the period of stay, you must apply to the Department of Immigration. If the applicant's immigration status does not change to work or residence permit, the applicant's status remains a visitor and the application must be for an extension of stay. If the applicant does not apply for an extension of stay, he/she is on the island illegally and will not receive an application form until his/her visitor status is legalized.
If the applicant meets the above requirements, an application form will be provided. The application consists of two (2) application forms, one medical form and a checklist. Applications must be completed and signed by the applicant. The extension of the period of stay in the passport should be entered at the end of the form. The doctor must fill out the medical form during the examination of the applicant. An HIV test and chest X-ray should be included and the results should be recorded on medical forms. All necessary documents must be submitted together with the application, otherwise the application will not be accepted.
Documents required to issue a residence permit:
- Completed questionnaire.
- A medical certificate stating that the applicant is healthy and has not suffered from any infectious diseases during the past three years.
- A report from the applicant's last employer.
- Certificate of the financial status of the applicant or the person who assumes responsibility for the applicant.
- Latest police report.
- Proof that the applicant has a return ticket to the place of residence or has paid a deposit to cover the cost of such a ticket.
- Two passport-size photos.
- Valid passport (must be valid for at least six months from the date of departure).
- The application fee is payable at the Treasury Department:
- CARICOM nationals: €250.00
- Non-CARICOM nationals: €800.00
- A copy of the treasury receipt as proof of payment of the application fee.
- A letter from the applicant's friend/family accepting responsibility for the applicant while in Dominica.
- Marriage certificate.
- A cover letter from the applicant requesting permission.
- An extension of stay from the Immigration Department must be provided during the period when the application is being processed.
Permanent residence and the path to citizenship
To obtain permanent residency in Dominica, you must renew your one-year temporary residence permit annually for five years.
To obtain full Dominica citizenship abroad, you must participate in the Citizenship by Investment program. If you prefer not to invest, you can extend your residence permit indefinitely by renewing it every year. Otherwise, there are several different investment options for citizenship depending on how much you want to invest. The lowest price is $100,000, and the options increase from there.
Dominica has a citizenship by investment program. This program offers investors second citizenship and passport in just four to six months, without even requiring any visits to the country. Citizenship provides visa-free travel to 118 other countries, including the entire European Union, Switzerland, Great Britain, Singapore, Brazil, and Hong Kong. The Dominica program is currently closed to Russian citizens.
In addition, there are no language, age, education, or any interview requirements. A Dominica passport is available for $100,000, but requires a background check that does not confirm a criminal record, states that you are healthy and free of communicable diseases. The primary applicant must be at least 18 years of age and meet all of Dominica's immigration requirements. The Government of Dominica has a leading private investigative agency that conducts a comprehensive due diligence process on all applicants over the age of 18. Dominica maintains an exemplary standard of due diligence to protect the integrity of its citizenship investment program, and only individuals whose funds have been obtained lawfully will be permitted to obtain citizenship.
You will need to make a significant contribution to either a sovereign fund or a real estate investment.
However, you don't have to make the full $100,000 investment. You can invest a portion and then submit the rest after approval. Obtaining this visa confers citizenship in Dominica.
Dual citizenship is recognized.
State Fund
Dominica's Economic Diversification Fund (EDF) finances public and private sector projects in the country to enhance national development and support the islands' social progress and financial security. Public sector projects identified for funding by the fund include the renovation of a local hospital, the construction of new schools, the national sports stadium, and the development of Dominica's offshore industry. Private sector projects financed by the fund are primarily focused on the development of national information technologies, tourism, and agriculture.
To qualify for Dominica citizenship by investing under this option, the following non-refundable cash contributions must be made to the Economic Diversification Fund:
Single applicant - $100,000
Principal applicant and spouse - $150,000
Principal applicant, spouse and up to 2 children - $175,000
Additional dependents - $25,000 each
Real estate
Growing alongside the tourism industry, foreign ownership of real estate in Dominica has grown rapidly over the past few years. Businessmen and businesswomen from all over the world are strategically investing in Dominica's luxury resorts, especially Chinese and Middle Eastern nationals.
To qualify for Dominican citizenship under the real estate investment option, an applicant must purchase an approved property in the country worth at least $200,000 and maintain ownership for a minimum of three years. If the applicant maintains ownership for five years, they are eligible to resell the property under the Citizenship by Investment program.
The following government fees must be paid when applying for Dominica's economic citizenship program under the real estate category:
Principal Applicant - $25,000
Wife - $10,000
A family of up to 4 people - USD 35,000
A family of up to 6 people - USD 50,000
A family of 7 or more - all fees are the same as for families of six. A flat fee of $25,000 per person will be charged for the seventh and subsequent dependents.
Additional dependents - $25,000 each
You can also get citizenship of Dominica in the following ways:
By birth: Any child born in Dominica to parents who are citizens of Dominica automatically becomes a citizen of Dominica on the day of their birth and is entitled to a passport of Dominica. Also, children born in Dominica to foreign citizens can receive a passport based on registration with the local administration.
By descent: Children born abroad whose parents are citizens of Dominica at the time of birth also become citizens of Dominica. As a citizen, the child is entitled to a Dominica passport.
Adoption: A person under eighteen years of age who is adopted is recognized as a citizen of Dominica in the manner prescribed by law.
By naturalization: Citizens of foreign origin who have resided in Dominica for five years or more may acquire Dominica citizenship and therefore obtain succession to a Dominica passport.
Marriage / Residence: a person who marries a citizen of Dominica, whose period of residence on the island is at least three years, can apply for a passport. However, on the legal basis of cohabitation, the registered couple must remain married within this time and have a valid work and residence permit.
