As a foreign national, you may be eligible to apply for permanent residence if you:
- Are a spouse of a Singapore Citizen or Singapore Permanent Resident (PR)
- Are an unmarried child under the age of 21 born in lawful wedlock to a Singaporean or PR citizen or was legally adopted by them
- Are an elderly parent of a citizen of Singapore
- Are a holder of Employment Pass or S Pass
- Are a student studying in Singapore
- Are a foreign investor in Singapore.

PR refers to a foreigner who has been granted permanent resident status, allowing them to live permanently in Singapore. PRs aged 15 and above will be issued a Singapore Blue Identity Card (IC). A PR must have a valid re-entry permit if they wish to leave and return to Singapore as a PR.

If you are a foreign investor in Singapore, you can apply for permanent residency at the Singapore Economic Development Board under the Global Investor Program.
Procedure
All applications for permanent residence must be submitted online using theelectronic service. Applicants can either enter the application details online or download and fill out the PR application form offline before submitting it online.
You can apply for PR online with a valid Singpass account if you:
- Are a Singapore citizen or PR applying for PR for your spouse or unmarried child under 21
- Are a Singapore citizen applying for PR for your old parent
- Are an Employment Pass or S Pass holder applying for PR for themselves and a spouse or unmarried child under 21 years of age.
- If you are a student currently studying in Singapore, you can access the e-service using your Foreign Identification Number (FIN) and the date of issue of your valid immigration passport.
- If you are a foreign investor in Singapore, you can apply for PR to the Singapore Economic Development Board under the Global Investor Program.

Approval
If your application is successful, you will need to complete the PR formalities in person at the ICA office. The following fees are charged for each applicant:
- 20 SGD for entry permit
- 50 SGD for a 5-year multiple-entry permit
- 50 SGD for an ID card
- 30 SGD for an entry visa (foreigners who require a visa).
The above fees are payable via NETS, credit card (Visa/Mastercard), or mobile payment.
Processing time
All PR applications are carefully reviewed and considered by the ICA. Usually, consideration of PR applications takes about six months, provided all necessary documents are submitted. Depending on the complexity of the case, consideration of some applications may take more than six months.

Responsibility for National Service
Under the Military Service Act, all male Singaporean citizens, and permanent residents, unless exempted, are required to perform National Service (NS). After completing full-time NS, they will become operationally ready national servicemen (NSmen). Obligations are terminated at the age of 50 (for officers) or 40 (for other ranks).
Principal applicants granted PR status under the Professional/Technical Personnel and Skilled Worker Scheme or Investor Scheme are exempted from NS.
Male applicants granted PR status as an international student or sponsored by their parents must register with NS after turning 16½ and will be scheduled for enrollment at the earliest opportunity after turning 18. MINDEF allows students to obtain an educational qualification up to an 'A' level certificate, polytechnic diploma, or equivalent before they can claim NS service. They are enrolled at the first opportunity after completing such courses or after reaching the age of 18, whichever occurs later. MINDEF does not grant a deferment for university studies, regardless of whether such studies have started. All male applicants must access www.cmpb.gov.sg for information on NS deferment, pre-admission process, and exit permit requirements before proceeding with the application process.
Males who have been granted Singapore PR and who were previously citizens of Singapore or permanent residents of Singapore are subject to conscription for NS regardless of the scheme under which they were granted PR status.
Relinquishing or losing your PR status without completing service or completing full-time NS will adversely affect any immediate or future applications for work, study, or residence in Singapore, or Singapore citizenship or PR status. Relinquishing or losing your PR status without completing service or completing full-time NS may also adversely affect any immediate or future applications for renewal of re-entry permits submitted by your family members or sponsors.

Spouse of a Singapore citizen
A foreign spouse of a Singapore citizen can apply for a Long-Term Visit Pass (LTVP) after marriage under the sponsorship of their Singapore citizen spouse. ICA will assess the foreign spouse’s eligibility for LTVP Plus (LTVP+) during the LTVP application. There is no separate application for LTVP+. Spouse of a Singapore Permanent Resident (PR)
A foreign spouse of a Singapore PR can apply for a Long-Term Visit Pass (LTVP) after marriage under the sponsorship of his/her PR spouse.

Mother or Grandmother of a child or grandchild studying in Singapore on a Student’s Pass
A mother or grandmother of a child/grandchild on a Student’s Pass and studying in eligible schools in Singapore can apply for a Long-Term Visit Pass (LTVP). A local sponsor, who is a Singapore citizen or Permanent Resident (PR) above 21 years old, is required for the LTVP application.
Visitor seeking permission to give birth in Singapore
A female visitor can apply for a Long-Term Visit Pass (LTVP) to seek permission to give birth in Singapore. A local sponsor, who is a Singapore citizen or Permanent Resident (PR) above 21 years old, is required for the LTVP application.

Processing Time
All LTVP applications are carefully considered and reviewed by ICA. New and renewal Long-Term Visit Pass (LTVP) will be processed within six weeks*, provided all the required documents are submitted.
You will be informed of the outcome of the LTVP application via email. You may also check the LTVP application status online through MyICA or the e-Service.
You are eligible to apply for Singapore Citizenship if you:
1. Have been a Singapore Permanent Resident (PR) for at least two years and are aged 21 and above (you can apply together with your spouse and any unmarried children aged below 21 born to you within the context of a legal marriage or legally adopted by you).
2. Have been a PR for at least two years and have been married to a Singapore citizen for at least two years.
3. Are an unmarried child aged below 21 born within the context of a legal marriage to, or have been legally adopted by, a Singapore citizen.
4. Are a PR studying in Singapore; and have been residing/living in Singapore for more than 3 years (of which, at least one year as a PR); and have passed at least one national exam (i.e. PSLE, GCE ‘N’/‘O’/‘A’ levels), or are in the Integrated Programme (IP).
5. Are a PR and an Aged Parent of a Singapore citizen.

National Service Obligation
Under the Enlistment Act, all male Singapore citizens and Permanent Residents, unless exempted1, are required to serve National Service (NS). Following the completion of full-time NS, they will become Operationally Ready National Servicemen (NSmen). An NSman’s obligation will end at the age of 50 years (for Officers) or 40 years (for other ranks).
NS-liable persons are required to register for NS upon reaching 16 1/2 years old and will be scheduled for enlistment at the earliest opportunity upon reaching 18 years old. MINDEF allows students to attain educational qualifications up to the ‘A’ Levels certificate, the polytechnic diploma or an equivalent before they are required to serve NS. They are enlisted at the earliest opportunity when they have finished such courses, or after turning 18 years old, whichever is later. MINDEF does not grant deferment for university studies, regardless of whether such studies have begun. All male applicants are required to access www.cmpb.gov.sg for information on NS deferment, pre-enlistment process and Exit Permit requirements, before proceeding with the application.

Processing Time
Singapore Citizenship applications usually take 12 months to process. For children born overseas to Singapore citizens, the general processing time is within two months from receipt of complete documents. We will process your application upon receiving all required documents. We strive to meet the following processing time but seek your understanding that some applications may take longer to process.
To check the application status or view application status updates, the main applicant/sponsor can log in to MyICA. For any clarifications or status updates, ICA will send an email to the main applicant/sponsor. Please provide a valid email address at the time of application.
Approval
Successful applicants will receive an Approval in Principle letter to complete the Singapore Citizenship Journey (SCJ)*. On completion of the SCJ, applicants will receive the final approval letter indicating the appointment date and time to register for Singapore Citizenship.
