Relevant documents to confirm the visa application:
• A completed and signed visa application form, in English, together with one passport-sized photo.
• A valid passport with at least three blank pages, valid for more than the duration of the entire course plus three months.
• Confirmation of sufficient funds equivalent to 75% of the minimum wage in the country for each month of study.
• Return tickets to the final destination, if possible;
• Confirmation from the host/hotel for the duration of the study.
• Sponsorship letter, including a copy of the identity document and contact details of the sponsor/sponsors, if the applicant is sponsored by a third party;
• Confirmation of scholarship, if applicable.
• Students not pursuing a higher education qualification must provide a letter of enrolment/acceptance from a local institution licensed by a national regulator. For courses below MQF level 5, documentation must include proof that the student will study for at least 15 hours per week, a copy of the class schedule for each month of study.
• Students pursuing a higher education qualification must provide a letter of enrolment/acceptance from a local educational institution licensed by a national regulator. The document must contain confirmation that 60 points of the European Credit Transfer System (ECTS) have been obtained within a maximum of one year. The same proportion will be applied to other credit systems. These students must also provide evidence of their class schedule for each month of study.
• Proof of sufficient language proficiency to be eligible to apply for the chosen course of study.
• Travel health insurance with a minimum coverage of 30,000 euros.
• The insurance policy must cover the entire period of study, not the period of validity of the visa originally issued to the applicant.
• Birth certificate/family book, in case of minors.
• Permission of two parents or legal guardians in case of minors. The permit must be duly certified. In case of any doubts, the Consul can always request additional information or documents.
• A page with the passport data of both parents or legal guardians in the case of minors.
• Confirmation of payment received by the educational institution for the applicant's course:
1. For courses worth up to 1,000 euros, a receipt for full payment must be provided.
2. For courses costing more than 1,000 euros but less than 2,500 euros, a receipt covering up to 75% of the course cost must be requested.
3. For courses with a value equal to or greater than 2,500 euros, a receipt covering up to 50% of the course cost must be requested.
• Any additional documents that the consular office may deem necessary.
The duration of courses does not exceed 90 calendar days
Citizens of third countries who attend courses lasting no more than 90 days are issued a Schengen short-term visa (C-Visa).
The applicants must submit their applications to one of the submission points indicated below, where the applicant resides or is legally present, along with supporting documents:
• Directly in one of the representations or consular institutions of Malta.
• In the premises of another member state representing Malta.
• On the territory of the authorized external service provider.
• Along with the application, the applicant must provide biometric data.
If approved, the visa is granted on a multiple-entry basis for the entire course, plus a 7-day grace period, provided the total does not exceed 90 days.
Under normal circumstances, the processing time from the date of submission of the application to the final decision should not exceed 15 working days.
The above procedure does not apply to students who are included in the list of visa-free citizens.
Courses lasting more than 90 calendar days
Applicants (including 90-day visa-exempt nationals) applying for courses longer than 90 calendar days must obtain a national long-stay visa (D-Visa).
Applicants must submit their application at one of the submission points listed below:
• Directly in one of the representations or consular institutions of Malta.
• In the premises of the authorized external service provider.
• In exceptional cases where it is not physically possible for a prospective applicant to submit their application at one of the submission points mentioned in the above paragraphs, the prospective applicant may submit their application via courier/postal service.
The following procedure is as follows:
The prospective applicant will first be asked to submit a scanned copy of their application duly completed in English along with all supporting documents, an electronic copy of the applicant's passport size photo and the relevant visa application fee.
When the consular office receives the available documents and is able to issue a temporary permit, the applicant will be asked to provide all original documents as indicated above by courier or postal service. In addition, the applicant must send to the consulate a receipt issued by the school/university showing that the course has been properly paid for. The consulate must verify the authenticity of these receipts directly at the schools. Prior approval does not limit further verification, which is carried out after receiving the original documents and passport at the consular office.
If the application deserves to be rejected in the first instance, the consulate will notify the applicant of such rejection by e-mail with the rejection letter attached.
The applicant will be asked to independently organize the delivery of documents to the consular office.
Applicants do not need to provide biometric data. If approved, the applicant will be granted a multiple-entry D visa for a period not exceeding 180 days, or for the duration of the entire course plus a grace period of 7 days if the course does not exceed 180 days.
If the course is longer than 180 days, arrangements for extension of stay will be made through CVU or DCEA as explained below.
It is important to note that the extension of stay is granted only on condition of good performance and satisfactory attendance of students.
Extension of stay
In all cases where the course exceeds 90 days, except for higher education courses recognized by the MQRIC at Malta Qualification System level 5 or above, further permission to stay in Malta must be extended by a national D visa for a maximum period of 365 days from the date of initial entry to the Schengen area.
Students who require additional permission to stay in Malta must contact CVU no earlier than 30 days and no later than 21 days before the visa expires and provide all the necessary documents, including proof of satisfactory results and attendance.
If the duration of the course exceeds 365 days and the student's national visa has already expired, or their stay in the Schengen area has already exceeded 365 days, the student must apply for a residence permit to extend their stay in Malta. Applicants will need to contact the DCEA no earlier than 30 days and no later than 21 days before the visa expires and provide all required documents, including proof of satisfactory performance and attendance.
Students studying higher education courses lasting more than 90 days must apply for a residence permit before the expiry of their original residence permit.
Employment
Access to work may be granted in accordance to conditions set by Jobsplus, including the sectors in which the students will be permitted to work. After the first three months of study in Malta, students will be allowed to work a maximum of 20 hours per week. These provisions may change from time to time at the discretion of the Ministry responsible for Jobsplus.
Foreign citizens studying full-time receiving a higher education qualification recognized by MQRIC may be employed for a maximum period of 20 hours per week starting from the first year of study. In such cases, the student may apply for an employment permit after the residence permit has been issued, which will contain a specific reference to SL 217.22. It should also be noted that an application for an employment permit will be considered more favorable if the job offer is related to the student's chosen field of study.
