By birth: A person born to parents, one or both of whom are citizens of the Federated States of Micronesia, becomes a citizen of the country.
By origin: A person born outside the territory of the state, at least one of whose parents is a citizen of Micronesia.
By naturalization: Micronesian citizenship is acquired upon fulfillment of the following conditions:
- A person has lived in the country for at least five years;
- A person is the child or spouse of a citizen of Micronesia.
- A person is a permanent resident of Micronesia.
- A person speaks one of the languages of the country. According to the rules, naturalization requires a language assessment to confirm that the applicant has "the ability to read, write and speak words in ordinary use" in the language of the state where he or she resides.
- A person has renounced previous citizenship.
Dual citizenship is not recognized. Under the constitution, anyone who held dual citizenship before the 10th of May 1979 can retain Micronesian citizenship and renounce their other citizenship within three years after their 18th birthday or three years after the adoption of the constitution, whichever is later. Those who do not renounce another citizenship will become "subjects" (permanent residents) of Micronesia.
Voluntary renunciation of Micronesian citizenship: permitted by law.
Forced Renunciation of Micronesian Citizenship:
- A person voluntarily acquires a foreign citizenship.
- A person declares official allegiance to a foreign state.
- A person enlists in a foreign armed force (service in the United States armed forces is permitted in certain cases).
- A person votes in political elections of a foreign country.
