The United States is planning to launch a new immigration program that will allow wealthy foreigners to get a “golden card” by investing USD 5 million. This proposal was announced by President Donald Trump at a joint event with Commerce Secretary Howard Lutnick in the Oval Office. It is predicted that the “golden card” will replace the current EB-5 immigrant investor visa program.


What is the US Golden Card?


The main advantage of the “Golden Card” permit is that the investor will receive green card privileges and a path to US citizenship.


“We are setting the price for this card at USD 5 million. This will give you green card privileges, as well as the opportunity to obtain citizenship. Rich and successful people will be able to come to our country, spend money, pay taxes and create jobs. We think this will be an extremely successful program, because the United States has never done this before,” Trump said.


Terms of the US Golden Card Program

- Status – an analogue of a green card, but with a higher level of privileges.

- The goal is to attract wealthy people who will invest in the US economy.

- Advantages – cardholders will be able to obtain US citizenship in a simplified manner.

- Program launch – within two weeks.

Trump emphasized that participation in the program will be open to everyone who passes the test, including Russian oligarchs.

Specific details of the US Golden Card have not yet been made public, the President noted that additional information about the new program will be provided within the next two weeks.

Will the US Golden Card be able to replace the EB-5 program?


Donald Trump also announced that the Golden Card program will replace the current EB-5 investor visa, a permit that entitles you to permanent residency (green card) if you:


- Invest at least $1.8 million in a U.S. business located in a non-Targeted Employment Area (TEA), or at least $800,000 in a TEA project.

- Create or retain at least 10 full-time permanent jobs for qualified U.S. workers.

- Meet other USCIS regulatory requirements.

Commerce Secretary Howard Latnick called EB-5 a “scam” scheme and emphasized that the “golden card” is aimed at attracting people with truly significant capital.



According to the latest annual immigration statistics from the U.S. Department of Homeland Security, about 8,000 people received investor visas in the 12 months ending September 30, 2022.

However, in 2021, the US Congressional Research Service reported that EB-5 visas pose fraud risks, including verification that the funds were obtained legally.


How will the US Golden Card affect the immigration market?


If the program is launched, it will completely change the market for investment immigration to the US. Instead of the EB-5 scheme, which required relatively small investments and was created primarily for medium-sized businesses, the new program is aimed exclusively at the elite.

The sale of golden cards is expected to bring billions of dollars to the US budget, which, according to the Trump administration, will help reduce the deficit. The president also noted that the US could sell up to 1 million such cards, attracting a significant flow of investment into the economy.



Investor visas are widespread around the world. Consulting firm Henley & Partners says that more than 100 countries around the world offer “golden visas” to wealthy people, including the United Kingdom, Spain, Greece, Malta, Australia, Canada and Italy.
