A number of EU countries offer either completely free tuition or programs at a moderate cost, which is significantly lower than the European average. At the same time, each of these countries has its own admission requirements, language requirements, and financing features.

Free education in Austria in 2026: conditions and cost

Austria remains one of the most attractive destinations for foreign applicants due to the opportunity to study for free at public universities. Students from Ukraine and EU countries are treated equally in terms of payment, which opens up access to free education in German-language programs at public universities. The country offers 22 public and 20 private universities, as well as over 350 English-language programs, mainly at the master's level. Tuition is conducted in German and English, the academic year is divided into a winter semester (October–January) and a summer semester (March–July), and it is recommended to submit documents 2–3 months before the start of the semester.

Tuition at public universities is free of charge, provided that the established deadlines are met: three years for a bachelor's degree or two for a master's degree, plus two additional semesters. Exceeding this limit means paying €360 per semester. For students from other countries, the cost starts at €726 per semester. Each student also pays a mandatory fee of €20. Living expenses in Austria are approximately €1,000–1,200 per month. English-language programs require a language level of B2 (IELTS 6.0–6.5), while German-language programs require C1, although there are preparatory programs starting at level A2. Due to differences in the length of school education, graduates from countries where secondary school lasts less than 12 years often need an additional year of university. The best option is preparatory programs in Vienna, Graz, or Leoben, which include language training and specialized subjects (mathematics, physics, chemistry, biology, history, etc.).

Greece: free higher education and accommodation for foreign students

Greece is one of the most affordable options for applicants on a limited budget. Students from Ukraine have the right to study on an equal footing with Greeks, i.e., without paying for tuition, while for other foreigners, the cost is €1,500–3,000 per year, which is still an affordable price for a European diploma. In addition to free or inexpensive education, students can also receive free accommodation and two meals a day.

Every year, more than 30,000 foreign students study in the country, and this number continues to grow. Seven Greek universities are included in world rankings, and students of Greek higher education institutions have the opportunity to study for 1–2 semesters in another EU country under mobility programs.

A bachelor's degree in Greece usually lasts 4 years (engineering and medicine — 5–6 years), a master's degree — 2 years, and a doctorate — 3 years. The language of instruction for bachelor's degrees is Greek (level B2 is required, which can be achieved in one year of language courses), while master's programs are often available in English. The academic year runs from September-October to May-June. To enroll, you only need to have completed secondary education; no additional national exams are required. During your studies, you are allowed to work up to 20 hours per week, and after completing your education, you can apply for a residence permit extension and stay to work. Studying in Slovakia: affordable education in the EU with a recognized diploma

Slovakia attracts applicants with its combination of affordable costs and a recognized European diploma. The country participates in the Bologna Process, so diplomas are recognized in all EU countries. Studying in Slovak is free, and a large number of programs are also available in English. Slovakia is part of the Schengen area, which provides freedom of movement throughout Europe. After obtaining a temporary residence permit, students can work up to 20 hours per week, and the cost of living here is lower than in most other European countries.

To enter Slovak universities, preparatory programs are available in Bratislava for applicants aged 16 and older, both in person and online. The course starts in February, which is convenient for those who are finishing high school: after six months of preparation, you can enter a bachelor's program the following fall. The program includes 330 hours of study (225 hours of language training and 75 hours of specialized subjects), and upon completion, students receive a state-approved certificate from the University of Economics, which entitles them to enroll in any higher education institution in Slovakia. The cost of the preparatory program is from €3,100 per semester or from €4,300 per year. The amount includes the recognition of secondary education documents and the selection of study programs. Additionally, students pay for the translation of documents and the submission of applications, and must also obtain a residence permit.

Higher education in Spain in 2026: cost and admission requirements

Spain welcomes more than 50,000 foreign students every year, offering high-quality and relatively affordable higher education.

There are 89 universities in the country — 50 public and 39 private. The cost of Spanish-language bachelor's programs starts from €1,000 to €4,000 per year, with foreign students often receiving discounts. To enter public higher education institutions, you usually need to take exams and go through the mandatory procedure of recognition of educational documents.

Applicants who do not yet speak Spanish should consider preparatory courses lasting 38–40 weeks. Free education in the Czech Republic in Czech: what do you need to know in 2026?

The Czech Republic is one of the most popular destinations among foreign applicants, and the reason is clear: the state fully funds education in Czech at public universities. Students only need to cover their living expenses.
