In Italy, as in most EU countries, the issue of labor shortage is acute. That is why the country is actively working to attract foreign specialists. Find out what quotas for work visas are set for 2025 and how migration legislation will change
Italian authorities plan to increase the number of work visas in 2025 to attract skilled foreign workers and solve the problem of labor shortages. However, despite this, the government is taking stricter measures to combat fraud.
The main changes in Italy's migration policy in 2025 are further in this article.
In 2025, Italy will increase the quotas for work visas
The Italian government has announced plans to increase the number of work visas to be issued in 2025. In particular, they plan to attract 10,000 foreign workers to the country, especially in sectors where there is a talent shortage.
For comparison:
- in 2023, the country issued 136,000 work visas;
- in 2024 – 151,000 permits;
- 165,000 employment permits are scheduled to be issued in 2025.
These actions were implemented as part of a three-year plan to meet the needs of the labor market.

More stringent rules to fight fraud
In addition, the Italian Government has announced a crackdown on fraudulent visa applications, especially from countries considered to be "high risk". Italian authorities are planning stricter checks to prevent exploitation and ensure the integrity of the immigration system:
1. To increase the efficiency of the visa process, the Italian government has extended the so-called "click days" - specific periods when foreign workers can apply for a work permit.
Every fourth job in Italy is occupied by foreign workers. The results of the latest polls in this article.
2. In addition, the country plans to take measures aimed at preventing the use of seasonal workers. As part of this, 93,550 seasonal work visas will be available in 2025, primarily for the agricultural and tourism sectors. This is a slight increase compared to 89,050 visas in 2024.
3. An additional concern is that criminal networks are exploiting the system by selling work visas for €15,000. In response, the government is working with countries such as Bangladesh to combat human trafficking and prevent migrant smuggling.
Italy is a promising country to move to and a good place for expats to live, and the increase in the quota for work visas will make it easier to move to the country.
We will remind you! For permanent residence in Italy, a foreigner must obtain a residence permit. Find out what types of permission exist and the features of the procedure for issuing a document in 2024.
