The Ministry of Internal Affairs of Georgia has developed a large-scale package of amendments to the law “On the Legal Status of Foreigners and Stateless Persons”. The reform will affect two sensitive areas: study visas for foreign students and marriages between Georgian citizens and foreigners. The main goal of the initiative is to close the loopholes that were used to obtain a fictitious residence permit without real study or marital life in the country.

Currently, this is only a draft law, not a valid norm. The document was registered in the parliamentary bureau on June 8, 2026, and it is planned to consider it in an accelerated manner already in the session week, which starts on June 23.

Regulations for admission to Georgian universities for foreign students

According to the Georgian Ministry of Internal Affairs, in practice, there are often cases when a foreigner is formally enrolled in a university, but does not actually attend the educational process. The first block of amendments is aimed at combating such schemes.

Now, when entering Georgian universities and vocational schools, foreigners will have to confirm their level of language proficiency - with an internationally recognized certificate or by taking an exam in a foreign or state (Georgian) language at the National Center for Assessment and Examinations. The government will also have the right to set a maximum quota for admission of foreign students for individual educational institutions.

Foreigners who graduated from school abroad will still be able to enter without entrance exams, but from July 1, 2026, they will have to separately confirm their knowledge of the Georgian language - either with a certificate or an exam at the National Examination Center.

Progress control is also provided: if a student does not gain a third of the required credits during the year, his student status will be suspended.

Educational institutions are obliged to transfer data on foreign students to a single information system - enrollment, suspension or termination of status, renewal, academic mobility, completion of studies. Access to this database will be granted to specialized state bodies: the Ministry of Education, the Ministry of Justice, the Ministry of Foreign Affairs, the Ministry of Internal Affairs and the Security Service of Georgia.

Universities and colleges face sanctions for violating the rules for registering foreign students - from fines to restrictions on the admission of foreigners or even deprivation of accreditation.

The approach to the study residence permit itself is changing separately: adult foreigners will be issued such a permit only if they study at an authorized higher or vocational educational institution.

New rules for obtaining a residence permit based on marriage in Georgia

The second block of amendments concerns marital relations. The bill introduces a separate type of permit - a residence permit for the spouse of a Georgian citizen. Before issuing such a status, a special commission will verify the authenticity of the marriage.

A fictitious marriage between a Georgian citizen and a foreigner for the purpose of obtaining citizenship, a residence permit or other legal basis for residence is planned to be made a criminal offense. Among the possible consequences are expulsion from the country with a ban on entry for a period of 2 to 10 years, a fine, house arrest for 1–2 years or imprisonment for up to 2 years.
