Finnish Citizenship Test: Launch Date and Deadlines

The new test on knowledge of Finnish society will become mandatory for citizenship applications submitted on or after March 1, 2027. This requirement applies to most applicants aged 18 to 64. Applications submitted before this date will be processed without a knowledge test. The amendments to the Finnish Citizenship Act will take effect earlier, on January 1, 2027.

The Finnish Immigration Service (Migri) plans to hold the first test sessions in the spring of 2027. By the end of 2026, the agency is expected to publish study materials, registration procedures, and a preliminary exam schedule.

How to Obtain Finnish Citizenship Without the Finnish Society Test?

Applicants aged 18 to 64 will be able to demonstrate their knowledge of Finnish society in two ways. The first involves taking a new exam. The second allows applicants to skip the test if they hold a relevant diploma obtained in Finland in Finnish or Swedish. The choice of path depends on the applicant’s educational background.

  1. Take the exam on knowledge of Finnish society.
  2. Submit a diploma of complete general secondary or higher education obtained in Finland in Finnish or Swedish.

Those who choose the education-based route will need to prove that their qualifications meet current requirements. Therefore, it’s worth checking in advance whether your existing document meets the criteria for exemption.

What topics will the Finnish citizenship exam cover?

The exam is multiple-choice: it will consist of questions with several answer options. Its purpose is to assess how well the applicant is familiar with Finnish society. The University of Helsinki has been tasked with developing the test and study materials. Study materials published by the Finnish Immigration Service Migri on its website will help you prepare for the exam.

The test will include questions on the following topics:

  • Finnish legislation and fundamental rights;
  • human rights and equality;
  • gender equality;
  • Finnish history and culture.

Where to take the Finnish citizenship exam: a list of cities

Migri will administer the first citizenship exams starting in the spring of 2027 in seven cities across Finland. The list includes the capital region and cities in various parts of the country, so applicants will have several location options. The agency plans to announce the dates of the first exams and registration instructions by the end of 2026.

  • Helsinki metropolitan area;
  • Tampere;
  • Turku;
  • Oulu;
  • Vaasa;
  • Kuopio;
  • Rovaniemi.

Residents of other regions will likely have to travel to one of these cities. The specific location will depend on the available test sessions.

Should you apply for Finnish citizenship by March 2027?

For those who already meet the criteria and have a complete set of documents, the date of March 1, 2027, is of great importance. Applications submitted before that date will not require a language test. At the same time, rushing to apply with an incomplete set of documents is not advisable: the applicant must, in any case, meet the current requirements for obtaining citizenship.

Between 2023 and 2025, Migri received approximately 46,600 citizenship applications for review. Previous rule changes had already prompted people to apply earlier, which increased the workload and lengthened processing times; therefore, a similar rush is possible in the run-up to March 2027. The new exam completes a broader citizenship reform that has tightened requirements regarding length of residence and financial self-sufficiency. Finland thus joins Sweden, Denmark, and Norway, where citizenship exams are already in place.

Remember! Changes to the rules for obtaining Finnish citizenship require careful planning of deadlines and documents. An immigration lawyer from the Visit World portal can help you assess whether you meet the current criteria, whether you should submit your application by March 1, 2027, and whether your education qualifies you for an exemption from the exam.
