If you do not need a visa to enter, the total period of stay in the country should not exceed 90 days within 180 days. This applies to those cases when you are traveling as a tourist, visiting family or friends, attending business meetings, cultural or sporting events.
A longer stay is possible, but you must apply for a visa or residence permit.
All tourists from outside the Schengen area must have biometric passports issued less than 10 years before the date of entry into the country (check the "date of issue") and valid for at least 6 months after the day you plan to leave (check the "expiration date"), as well as issue an insurance policy for the entire period of stay in the country.
From January 1, 2024, or when the European Travel Information and Authorization System (ETIAS) comes into force, citizens of Kosovo will not need a visa to enter the EU either. In the meantime, Kosovo remains the only country in the Western Balkans where citizens need a visa to enter the EU
If you do not have a biometric passport or are a citizen of a country that cannot enter Lithuania without a visa, you need to obtain a short-term Schengen visa.
The list of documents that must be submitted together with the visa application, as well as the visa processing procedure, can be found here:

A driver's license issued in a member state of the European Union or in a member state of the European Economic Area is recognized throughout the EU.
One person can have only one European Union driver's license. This certificate is issued by the authorities of the state of the European Union at the place of residence. When moving to Lithuania from another European Union country, you usually do not need to change your driver's license. You can continue to use your driver's license until it expires.
In Lithuania, you can use a driver's license issued in third country countries (namely the countries that are not members of the European Union or the European Economic Area) only until you are recognized as a resident (permanent resident) of Lithuania, namely until you have lived in Lithuania for more than 185 days a year and declare your place of residence here. Foreign students who have lived in Lithuania for at least 6 months are also recognized as residents (permanent residents) of Lithuania. Upon acquisition of resident status, foreign nationals who have a driver's license issued outside a country of the European Union and the European Economic Area and authorising the driving of Category B vehicles must replace that certificate with a Lithuanian-style driver's license.
