To enter Ukraine, Russians need to apply for a visa. Ukrainian visas can be issued through VFS Global centers in 8 cities of the Russian Federation: Moscow, St. Petersburg, Yekaterinburg, Kaliningrad, Kazan, Novosibirsk, Rostov-on-Don, Samara. Russian citizens residing in third countries can also apply for a visa at Ukrainian diplomatic missions in these countries.
Please note that a Ukrainian visa does not guarantee free entry to Ukraine. The final decision on border crossing will be made by the State Border Guard Service of Ukraine.
Also, when planning your trip, please note that all checkpoints between Ukraine and Russia are closed.
Purpose of entry
The simplest and most effective way to justify a visit purpose is a notarized invitation from citizens of Ukraine - relatives, acquaintances, friends, etc.
In the absence of an invitation, the purpose of the visit can be justified by:
hotel reservations, apartment rental contracts;
tourist vouchers;
invitations/tickets to seminars, exhibitions, fairs;
documents about treatment in medical facilities;
written confirmation of a meeting, conference, etc.;
invitations from companies and organizations;
visa or tickets to a third country (to justify the purpose of traveling in transit to a third country).
When obtaining visas at the consulates of third countries (for example, the US) on the territory of Ukraine, the purpose of the visit is confirmed by an appropriate document (for example, a completed questionnaire, or an appointment at the Consulate).
How much money do you need to have when entering Ukraine?
Foreigners are allowed to enter and stay on the territory of Ukraine if they have sufficient funds or the possibility to obtain these funds in a legal way (Cabinet of Ministers Resolution No. 884 dated 04.12.2013). The verification of financial support is carried out by authorized officials of the State Border Service on a selective basis, i.e. there is always the possibility that you will not have to prove your solvency.
The amount of money required for living in Ukraine is calculated according to the formula: SFS = ((20 × SM) ÷ 30) × (ND + 5), where
SFS - sufficient financial support
SM - subsistence minimum per person per month
ND - the number of days spent in Ukraine
According to the methodology for calculating the minimum amount that a foreigner must have to visit Ukraine, the amount of the subsistence minimum established on the day of entry into the country is used for calculation. From December 1, 2021, the subsistence minimum per person per month is UAH 2,393.
Holders of a residence permit in Ukraine, minor children, diplomats, refugees, as well as tourists on a cruise are exempt from financial verification. For other categories of citizens, in order to confirm the availability of sufficient financial support, it is enough to present:
cash in hryvnia or other convertible foreign currency;
bank cards, statements, and checks from ATMs;
guarantee letter of the host party on undertaking to pay all expenses of the foreigner related to the stay in Ukraine and departure from Ukraine;
confirmation of reservation or payment of accommodation and meals;
contract for tourist services (voucher, voucher);
travel ticket for returning to the country of permanent residence or to a third country with a fixed date.
Transit passage of foreigners through the territory of Ukraine is allowed if they have a Type B transit visa, a visa of the country of destination, travel tickets, or other documents confirming the transit nature of the trip.
All categories of visas provided for by legislation are issued by foreign diplomatic missions of Ukraine.
Foreigners entering Ukraine from countries with which the visa-free regime has not been concluded must apply for a visa.
To be imported into Ukraine, all animals must have:
Microchip for pets. Your pet must be chipped with a 15-digit unencrypted microchip that complies with the ISO 11784/11785 standard.
Vaccinations. Your dog or cat must have a valid rabies vaccination after chipping.
Health certificate. A licensed veterinarian must complete an EU medical certificate for Ukraine 10 days before travel. If your pet is traveling from the United States, the veterinarian must be accredited by the USDA and the health certificate must be certified by the state Department of Agriculture office. If you are traveling to Ukraine from another country, the forms must be certified by the state body responsible for the import and export of animals.

In Ukraine, there is right-hand road traffic and no toll for using roads.
It is allowed to drive at the following speed:
- In the pedestrian (residential) zone - 20 km/h.
- A maximum speed of 50 km/h is allowed in settlements (cities), and 90 km/h - outside of populated areas.
- If a road outside the city is equipped with a dividing lane - 110 km/h.
- A speed of 130 km/h is allowed on highways.
Road users must know and strictly follow the rules of the road. Drivers must have a driver's license and vehicle registration documents. Both the driver and front seat passenger must wear seat belts.
The law prohibits the transportation of children under the age of 12 without seat belts and a child seat. It is forbidden to transport children in the front seat without a child seat. Children over 12 must wear seat belts.
We would like to add that foreigners have the right to drive vehicles on the territory of Ukraine on the basis of an international driver's license. After registering in Ukraine, foreigners have the right to obtain a Ukrainian driver's license. Obtaining a second (Ukrainian) driver's license is carried out within 60 days, and for this it is necessary to obtain 083/о certificate and pass exams at the traffic police (without passing training at a driving school).
