The education system of the Republic of Armenia is an ordered set of educational institutions, the main components of which are: preschool education, provided for children from 3 to 6 years old; general secondary education, consisting of primary, secondary (or basic) and high schools; primary, secondary and higher professional education; postgraduate education, as well as retraining and advanced training of specialists.
1. Choice of the language of instruction for children of foreign citizens or stateless persons:
The choice of the language of instruction for children of foreign citizens or stateless persons is made by parents (their legal representatives).
Children of the citizens of the Republic of Armenia, who studied in the first and second grades in another country with Russian (or another foreign language) instruction, upon their return to Armenia, continue their education in the corresponding classes with the Armenian language of instruction.
Children of Armenian citizens who have been continuously studying in another country with Russian (or another foreign language) teaching for at least 6 years, can continue their education upon their return to Armenia in the appropriate classes with Russian (or the other foreign) language of instruction.
In other cases, children of Armenian citizens who studied in another country with Russian (or another foreign) language of instruction upon their return to Armenia may, until the end of the academic year, or until the end of the next academic year (for those who return in the second half of the year), study in a class with Russian (or the other foreign) language of instruction, provided that during this period they ensure knowledge of the Armenian language and shift to a class with the Armenian language of instruction after the expiration of the agreed period.
Education in special educational institutions for foreigners is paid (with the exception of Armenians, for whom the state provides a limited number of free places in state educational institutions).

2. Conditions for admission to special educational institutions:
Those foreign citizens who have an education corresponding to the level of the secondary and eight-year schools of Armenia can enter vocational schools.
Those foreign citizens who have an education corresponding to the level of a secondary school, and in some cases, an education corresponding to the level of eight grades of a secondary school of the Republic of Armenia, can enter secondary specialized educational institutions.
Those foreign citizens who have an education corresponding to the level of the Armenian secondary school program can enter higher educational institutions. In addition, persons with a Bachelor of Science (Arts) degree can enter universities according to an individual plan.
Those foreign citizens who do not speak or have a poor command of the Armenian and Russian languages enter the preparatory faculty (department) of a higher educational institution for a period of 1 year, where they study Armenian or another language, given the language of subsequent education and general education subjects corresponding to the chosen specialty ( mathematics, physics, chemistry, biology, drawing, geography, history, etc.), as well as get acquainted with the Constitution of the Republic of Armenia.
At the end of the academic year, final exams are held, after the successful completion of which students continue their studies at universities.
Those foreign citizens who studied at the preparatory faculty under the state order and received unsatisfactory grades in the final exams are expelled from the university.
Foreign citizens can enroll in postgraduate studies at higher educational and research institutions with the qualification of a master's degree.
Those foreign citizens who have a higher medical education, as well as those who have two years of experience in a specialized medical institution or who have completed a two-year clinical residency (specialization) can enter postgraduate studies at higher medical and research institutions.
Foreign citizens with higher education can enter higher educational institutions, research institutes, advanced training courses and faculties for internships regardless of age.
Foreign citizens who wish to study in the Republic of Armenia must submit the following documents:
- Questionnaire
- An application addressed to the Ministry of Science and Education of the Republic of Armenia, in which the chosen profession must be indicated.
- Autobiography
- A notarized copy of the certificate of education, indicating the subjects studied and grades for the passed state exams
- A medical report indicating that the person has no medical contraindications to living in the climatic conditions of Armenia and studying at the relevant university, as well as about the general state of health and pathologies.
- Notarized copy of passport or birth certificate.
- A photo (measuring 4x5 cm, 6 pieces, indicating the name and surname on the reverse side).
- Those wishing to enroll in graduate school additionally submit:
- Abstract or officially approved list of published works, indicating the year and outlet of publication, 2-3 copies of publications.
- An officially approved certificate of language knowledge (Armenian, Russian, English, French, German).
Documents are certified by the Embassy of the Republic of Armenia or relevant organizations.
All the above documents are submitted to the Department of External Relations under the Ministry of Science and Education of the Republic of Armenia by the governing bodies of other states or public organizations through the relevant bodies and the Embassy of the Republic of Armenia.
From countries where there are no embassies or representative offices of the Republic of Armenia, documents can be submitted privately. In this case, the above documents must be certified by the competent authorities of the given country and legalized by the Ministry of Foreign Affairs of the given state.
Documents and abstracts are submitted in Armenian, Russian, or English.
3. Recognition of the criteria for international education:
A certificate of education issued by any foreign state and used in the territory of the Republic of Armenia (for further education and work) must be recognized, and its compliance must be approved in accordance with the Lisbon Convention adopted on April 11, 1997. On the basis of this legal act, a certificate of recognition is issued (recognition of international certificates and diplomas in the territory of the Republic of Armenia). The Ministry of Science and Education applies for, recognizes and approves certificates of education issued by international educational institutions, compliance of scientific degrees and scientific titles, and issues a corresponding document (certificate).
To start the process of consideration and recognition of a certificate of education, a person submits an application and the following documents:
- Duplicate passport
- Duplicate visa
- Original and duplicate of the certificate of education, legalized in due course, indicating the names of the subjects and the corresponding number of hours.
- Two certified copies of the certificate of education and its duplicate.
- Two certified copies of the certificate of education translated into Armenian and its duplicate.
- Persons who graduated from an international educational institution must submit a document issued by the higher institution of central education of the respective country, indicating the official status of the said institution.
- For the recognition of documents and approval of their compliance, persons who have a certificate of a second university education, on the completion of special programs, on the completion of international educational programs (in the event that the completion of part of the programs is provided for in the territory of the Republic of Armenia), must submit documents confirming the preceding education.
4. Admission of Armenian applicants from the diaspora:
The documents of Armenian applicants from the diaspora are submitted to the Ministry of Science and Education in person or through the diplomatic missions of the Republic of Armenia in another state.
As a rule, they must submit an application addressed to the Minister of Science and Education of the Republic of Armenia, provided by the Ministry, and a completed application form, copies of all passport pages, a copy of the birth or baptism certificate certified by a public notary, a copy of the certificate of secondary (full) general education certified by a public or consular notary, four 3x4 cm photos. Applicants for postgraduate special education must also submit a scientific abstract on the topic of the chosen specialty.
