Exceptions will apply to various foreign workers, including refugees, professionals who provide essential services and certain categories of workers who make a significant contribution to the Turkish economy.

Which category of foreign workers was exempted from the need to issue a 3-year work permit
According to the new rules, several groups of foreign workers have been exempted from work permits in Turkey:
- Refugees and persons under temporary protection can now work in Turkey for a specified period of time without having to obtain a work permit.
- Qualified foreign workers who make a significant contribution to the economy, culture or technology of the country are also exempted for a period of up to three years from the need to obtain a work permit. Previously, this category of expats had the right to a six-month exemption from obtaining a permit.
- Foreign journalists who have permanent press cards and receive permission from the Presidential Communications Office will be exempted from obtaining a work permit during their stay in Turkey.
- Professional athletes, coaches and sports personnel with valid contracts with Turkish clubs will no longer need to apply for a work permit.
How was the procedure for obtaining a work permit in Turkey simplified?
In addition to the approval of preferential categories of citizens, the new rules also simplify the process of applying for a work permit. Previously, foreign workers had to apply for a work permit exemption within a 30-day window of arrival. They can now apply for a work permit exemption at any time during their legal stay in Turkey.
The duration of the period of work without a permit will be decided by the Ministry of Internal Affairs on a case-by-case basis. The new rules have been published in the Official Gazette of Turkey and have already entered into force.
