Time Out surveyed over 18,000 locals and compiled a ranking of the happiest cities in the world in 2025. What makes a city happy?

In assessing happiness, Time Out relied on residents’ responses to five key statements:

1. My city makes me happy;

2. I feel happier in my city than in other places I’ve lived or visited;

3. People in my city seem happy;

4. I find joy in the everyday experiences my city offers;

5. The feeling of happiness in my city has increased significantly in recent years.

Top 3 happiest cities in the world in 2025

1. Abu Dhabi, UAE

The Emirati capital topped the list with the highest scores across all indicators: almost 99% of locals feel happy, 96% believe that people around them are positive, and 93% feel happier here. Abu Dhabi also scored highly for its walkability, green spaces, and cultural events.

2. Medellin, Colombia

Locals were most likely to say they find joy in their daily lives (97%). Medellin is known as the greenest city in the world and this year it also ranked third among the best cities for foodies.

3. Cape Town, South Africa

The coastal city boasts beaches, art, culture and a diverse cuisine. 97% of residents say they are happy living here.
