Work permits, also called residence permits, are divided into categories and issued depending on the type of work that a person intends to do independently or under an employment contract.
Almost all foreign nationals must obtain a visa to enter and stay in Rwanda. They also need to obtain a work permit, since the visa only allows them to enter the country, but not to work. Work permits are divided into categories, like visas, but there are two main options: temporary or permanent.
There are additional categories of work permits in Rwanda for other purposes, such as students or investors. Applicants need appropriate documents in French or English to complete a work permit application.
Additional requirements for obtaining a primary visa include:
- Color passport photo
- Completed questionnaire
- Application letter
- Biographical reference (CV)
- Employment contract
- Certificate of enterprise registration
- Trade license
- Notarized degree and diploma
- Reference from the police
- Copy of green card (if applicable)
Application process
Applicants must have a valid passport or another travel document with a validity of at least six months on the date of entry into Rwanda. Prospective employees must apply for a visa on arrival or apply online before leaving their home country. The visa fee is paid either online or upon arrival. Another option is to submit an application to the Rwandan diplomatic mission in the country of residence.
If employees need to extend their visa, they can contact the Directorate General of Immigration and Emigration. They must submit all visa extension applications while the original visa is valid.
After receiving a work permit, you can change employers during the period of validity of the work permit. However, you must notify the Directorate General of Immigration and Emigration in writing. In addition, when renewing an existing permit, you will need to present a letter of resignation from your previous employer.
You can apply for this permit if you are an individual entrepreneur with the proposed profession. Once approved, the permit is valid for two years and may be extended upon application.

- Visa/Resolution Form
- Photo with white background
- Certificate of membership in a registered professional body
- Certificate of passing a police check in the country of residence for the previous six months

- Payment of RWF 150,000
This permit is issued to you if you work under contract with the government of Rwanda. This includes those working in higher education institutions, parastatals, or providing technical assistance under a bilateral agreement between Rwanda and another country or international organization.
With this permit, your dependents can also apply for a residence permit.
The requirements for submitting an application are as follows:
- Any genuine and acceptable travel document valid for at least 6 months
- A contract with a state or semi-state institution
- Certified academic references
- Visa/permit form
- Photo with white background
- Application letter from the employer
- Payment of RWF 150.000 or free depending on the contract
- Certificate from the police of the country of residence for the previous six months
- Biographical reference
The permit is valid for two years with the possibility of extension
This permit is issued to foreign employees working in an international or regional organization. With this permit, dependents can also apply for a residence permit.
The requirements for submitting an application are as follows:
- Any genuine and acceptable travel document valid for at least 6 months
- Photo on a white background
- Questionnaire for obtaining a visa/permit
- Certified academic references
- Certificate from the police about passing a check in the country of residence for the previous six months
- Payment in the amount of RWF 150,000
- Letter of recommendation from the Ministry of Foreign Affairs and International Cooperation
The validity period of the permit is determined when the application is submitted. The permit can be extended upon application.
This permit is issued to a foreign national working for an international non-governmental organization (NGO) in Rwanda. With this permit, your dependents can also apply for a residence permit.
The requirements for submitting an application are as follows:
- Any genuine and acceptable travel document valid for at least 6 months
- Photo on a white background
- Visa/permit application form
- Application letter from the organization
- A copy of the employment contract
- Copy of NGO registration certificate issued by the Rwanda Governance Council (RGB)
- Certified academic references
- Payment in the amount of RWF 150,000
- Police certificate from the country of residence for the previous six months
- Detailed biographical reference
The permit is valid for two years and can be extended upon application.
This permit is issued to a foreign journalist or foreign media representative who is accredited by the competent Rwandan authorities.
The requirements for submitting an application are as follows:
- Any genuine and acceptable travel document valid for at least 6 months
- Photo with a white background
- Application letter from the employer
- Visa/permit application form
- Accreditation from the competent authorities of Rwanda
- Payment in the amount of RWF 150,000
- A copy of the employment contract
- Police certificate from the country of residence for the previous six months
- Detailed biographical reference
The permit is valid for two years and can be extended upon application.
This permit is issued to a foreigner who has been ordained and is engaged in an approved religious activity in Rwanda.
The requirements for submitting an application are as follows:
- Any genuine and acceptable travel document valid for at least 6 months
- Photo with a white background
- Questionnaire for obtaining a visa/permit
- Letter of recommendation from a legal representative of the organization
- Organization/Church Registration Certificate issued by the Rwanda Governance Council (RGB)
- Mission order
- Certificate of initiation
- Payment in the amount of 150,000 francs
- Certificate of passing a police check in the country of residence for the previous six months
- Detailed biographical reference
The permit is valid for two years and may be extended.
Rwanda has agreements with many other countries that allow citizens to receive a free 90-day visa upon entry. Angola, Benin, Central African Republic, Chad, Singapore, Sierra Leone, and other countries have such agreements.
