1. The following passengers are allowed to enter: 

- Tongan citizens; 

- permanent residents of Tonga;

- passengers with the permission of the Ministry of Health and the Ministry of foreign affairs. 

2. Passengers must fill out the "traveler's medical declaration card" and provide it upon arrival.

- Confirmation of the availability of sufficient funds/ this indicates that the applicant is able to take care of himself.
