Andorra is introducing new work permits for foreigners. The average salary is 2,760 euros. Learn more about salaries, job openings, and required documents
Andorra is a small principality in the Pyrenees between France and Spain. It has a population of 90,105, and the country boasts one of the highest standards of living in Europe. However, there is no longer enough local labor to meet the economy’s needs, so the government is expanding quotas for foreign workers and launching new hiring programs. Newsweek reports on this.
We’ll cover what salaries employers are offering, who they’re most actively seeking, and how to obtain a work permit in the article below.

Why is Andorra looking for foreign workers in 2026?
Andorra is looking for foreign workers due to a labor shortage. The principality’s population is only 90,105, which is no longer sufficient to meet the economy’s needs. The total quota for 2026 was set at 800 residence and work permits. This number proved insufficient, so in June, the government approved an additional 250 permits, primarily for professions facing acute labor shortages.
The principality’s economic indicators remain high. GDP per capita stands at $42,320, or approximately 39,000 euros. By this measure, Andorra ranks among Europe’s most developed economies. The VAT rate does not exceed 4.5%, so the tax burden in the country is moderate.

What professions are in demand in Andorra?
Andorra has the greatest need for healthcare and education professionals, caregivers for the elderly and sick, in-home caregivers, and public transportation workers. It was for these sectors that the government allocated the majority of additional work permits in June 2026. In the tourism industry, waitstaff, housekeepers, and cooks are in the highest demand.

Seasonal Work in Andorra: Quotas for Hotels and Restaurants
For the 2026 summer season, Andorra approved 500 temporary permits for hotels and restaurants. This quota was exhausted, so the government added another 250 permits. A pilot program to hire workers from abroad has also been launched: 450 permits are allocated for the period from December 2026 to August 2027. The tourism industry needs staff even outside the traditional season.
A temporary permit is valid for the season specified by the quota. To obtain it, a fixed-term employment contract with an Andorran company and confirmed housing in the Principality are required. This permit does not grant the right to family reunification. The employee must also commit in writing to leave the country upon the permit’s expiration.
Working Conditions and Taxes for Foreigners in Andorra
Foreign workers in Andorra are protected by the Labor Relations Act. These protections include a 40-hour workweek, 30 calendar days of annual leave, and social insurance through the Andorran Social Security Fund (CASS). The fund covers health insurance, unemployment benefits, and pension benefits.
The employee’s contribution to CASS is 6.5%. Personal income tax in Andorra is low: income up to 24,000 euros per year is tax-free, and the maximum tax rate is 10%.

How do you obtain a work permit in Andorra?
Andorra is not part of the European Union, so foreigners do not automatically have the right to work in the country. EU citizens go through a simplified procedure. Citizens of France, Spain, and Portugal have additional benefits under bilateral agreements, particularly regarding family reunification. Citizens of other countries need a residence and work permit subject to a quota.
Key requirements for non-EU citizens:
- An available spot within the quota approved by the government.
- A permanent employment contract with a company officially registered in Andorra.
- A college degree or equivalent qualification and/or at least 6 years of professional experience in the field for which the applicant is applying.
- Permanent and actual residence in Andorra.
The initial permit is issued for one year. Within three months of receiving it, the employee must register with the local municipality of residence and confirm this registration with the Immigration Service. Without such confirmation, the permit will be revoked. Experience in seasonal work in Andorra in the same profession reduces the number of years of work experience that must be documented.

Documents Required for a Work Permit in Andorra
A non-EU citizen must submit a set of documents to the Andorran Immigration Service. The application must be signed by both the employee and the employer. Criminal background checks, diplomas, and references from previous employers must be legalized with an apostille. The applicant must also confirm that they are legally residing in the Schengen Area.
List of documents:
- an application for a work permit, signed by the employee and the Andorran company;
- the original and a copy of a valid passport;
- certificates of no criminal record from the country of origin, country of citizenship, and countries of residence;
- a sworn statement regarding criminal records;
- a color photo measuring 35×45 mm on a white background, taken no more than 6 months prior to submission;
- proof of residence: a lease agreement, a title deed, or a certificate from the place of residence;
- a document confirming marital status;
- an employment contract;
- a document with a signature sample and photo;
- consent to a medical examination;
- a resume with a copy of a diploma or references from previous employers.
