During the 2022 “Convoy” protests, Canadian financial institutions froze 206 accounts totaling approximately 7.8 million Canadian dollars. The freeze was based on police lists, not court orders. In 2024, a federal judge ruled that the declaration of a state of emergency was unlawful, and the Federal Court of Appeal upheld that decision in January. Ottawa has appealed to the Supreme Court of Canada to review the case.
Cyprus froze its entire banking system in 2013 and imposed levies on balances exceeding 100,000 euros—Cypriots themselves were the hardest hit. In Germany, several banks suspended the accounts of Russian and Belarusian citizens, in some cases without warning, demanding confirmation of a valid residence permit. During the most recent exchange cycle, the Swiss Federal Tax Administration cooperated with 110 partner jurisdictions and shared information on approximately 3.8 million accounts.
The tax authority of the country of residence is already aware of the existence of an account in another country. The real difference between jurisdictions lies in the procedure by which a foreign authority gains access to the funds: through a domestic court ruling subject to appeal, or through an administrative order of which the account holder learns after the fact.

In Singapore, disclosing client information is considered a criminal offense for the bank and its employees and is permitted only in a limited number of clearly defined situations. A foreign court ruling or order does not, in and of itself, have legal force—it must be converted into a Singaporean order under the supervision of a local court. Liechtenstein applies the same principle as Switzerland, with a shorter list of exceptions. The country has never joined the European system for the cross-border enforcement of court decisions, so a German or French civil judgment must be reviewed anew by a Liechtenstein judge.
Uruguay has long been an option for those seeking to distance themselves from Washington and Brussels—the level of confidentiality could only be lifted by a criminal court. In January, the situation changed somewhat: the new national budget granted the tax authority the right to obtain account information through the central bank without first applying to a judge, including in response to a substantiated request from a foreign authority. The most useful step is to open accounts in two jurisdictions that are not subject to a single governing authority. Two European banks constitute a single jurisdiction under two logos, whereas Singapore paired with Switzerland—or either of these countries paired with Uruguay—ensures that no capital ends up in both jurisdictions as a result of a single decision.
Additional guidelines for account holders:
- Residency permit in the bank’s country—residents enjoy broader rights, and closing their accounts becomes a more complex administrative process for the institution.
- Physical availability of funds to cover three to six months of living expenses in the country of actual residence—cross-border transfers fail precisely when they are needed most.
- A complete set of documents for verification: purchase and sale agreements, tax returns, and employment documents. Most frozen accounts remain blocked due to the inability to quickly verify the source of funds.
- Diversification of citizenship and tax residency—a single government that controls everything remains the primary source of risk for capital.
