In the La Rioja region in northern Spain, the REVIVE program allows people under the age of 45 to receive up to €40,000 for the purchase, renovation, or construction of a primary residence in municipalities with a population of up to 5,000. The amount of assistance depends on the population size: in the smallest towns, the subsidy can cover up to 40% of the costs. The program aims to combat depopulation in rural areas and is open not only to Spanish citizens but also to applicants who must meet a number of requirements regarding income, residency status, and intended use of the property.

Where in Spain can you receive up to €40,000 for housing?


The REVIVE program operates in the autonomous community of La Rioja in northern Spain. It covers small towns and villages with populations of up to 5,000 and has a dual purpose: to make it easier for young people to access homeownership while also stemming population decline in rural areas.


Support is available for purchasing a ready-built home, renovating a house, or building a home from scratch. The maximum amount depends on the size of the community: the fewer people living there, the larger the subsidy can be. In villages with a population of up to 500 people, the subsidy covers up to 40% of the cost of the project, with a maximum of €40,000.


The program is already seeing significant demand. According to the La Rioja government, in just over a year since its launch, 706 applications were submitted across 101 municipalities, totaling more than €15.2 million. Most applications came from communities with populations ranging from 2,001 to 5,000 people, but 193 applications were also received from those who chose very small communities with up to 500 residents.


It is important to note that this is not a “relocation” payment per se. The funds are provided specifically as part of a housing transaction, and the purchased or renovated property must become the applicant’s primary and permanent residence.

How much will they pay for buying a home in Spain in 2026?


The amount of the subsidy under the REVIVE program depends on the number of residents in the municipality. The smaller the settlement, the larger the portion of the costs that regional authorities can cover:


- In municipalities with up to 500 residents – up to 40% of costs, up to €40,000

- In towns with 501 to 2,000 residents—up to 30%, with a maximum of €30,000

- In towns and villages with 2,001 to 5,000 residents—up to 20%, with a maximum of €20,000


The maximum amount is not automatically granted. For example, to receive €40,000 at a 40% rate, the cost of purchase, construction, or renovation must be at least €100,000.


In 2026, the maximum eligible cost of a home or project for participation in the program was raised to €220,000. This has expanded the range of properties available to applicants, especially in municipalities where real estate prices are higher.


The subsidy covers only a portion of the costs. The buyer must finance the remaining amount with their own funds or through a mortgage.

Who is eligible for a housing subsidy in Spain?


The REVIVE program is aimed at young buyers and has specific requirements regarding age, income, and the future use of the home. The main condition is that the property must become the applicant’s permanent residence.


Individuals under the age of 45 who meet the program’s financial criteria and are purchasing, building, or renovating a home in a municipality in La Rioja with a population of up to 5,000 may apply.


To participate, several basic requirements must be met:

- The home must be used as the applicant’s primary and permanent residence

- The applicant must meet the established income limits

- The property must be located in one of the municipalities included in the program

- The buyer must confirm their right to reside in Spain and the legality of their stay in the country

- The application must be submitted along with documents verifying income, identity, and the real estate transaction


The program is not limited to Spanish citizens. EU citizens, citizens of the European Economic Area, and Swiss nationals may apply, as well as certain categories of foreign nationals with legal residency status in Spain. Therefore, foreign citizenship alone does not preclude participation, but the applicant’s immigration status must meet the program’s requirements.


It is also important to note that regional authorities verify not only eligibility for the subsidy but also compliance with the conditions after it has been granted. If the property does not become the applicant’s permanent residence or if the applicant violates the program’s rules, the subsidy may be required to be repaid.

What kind of housing can be purchased under the REVIVE program?


The assistance is not limited to the purchase of a ready-to-move-in house or apartment. Under REVIVE, funding is also available for the construction of new housing or the renovation of an existing property, provided that, upon completion of the work, it becomes the applicant’s primary residence.


The program covers three main options:

- Purchase of a completed home in a municipality with a population of up to 5,000

- Building a home yourself in the relevant area

- Renovating or restoring an existing property for permanent residence


In 2026, the maximum value of a home or project eligible for the program was raised to €220,000. This means that an applicant may choose a more expensive property, but the subsidy amount will still remain within the established limits—€20,000, €30,000, or €40,000, depending on the municipality’s population.


It is also important to note that the program does not fund investment properties, short-term rental housing, or second homes. The property must actually be used as a permanent residence.

How do I apply for a subsidy of up to €40,000 in Spain?


Applications for assistance under the REVIVE program can be submitted online via the La Rioja government’s electronic portal or in person through the relevant government agencies. The program remains open for projects initiated before June 1, 2027.


To purchase a home, the application must be submitted before signing the purchase agreement or within one month after signing it at the latest. If the project involves the renovation or construction of a private home, the subsidy application must be submitted before work begins.


Depending on the situation, the application must be accompanied by documents confirming:

- Identity and eligibility to participate in the program

- The applicant’s or family’s income

- That the applicant does not own or occupy any other housing

- Information about the property

- Bank account details for the disbursement of the subsidy

- Legal stay or residence in Spain for citizens of non-EU countries


For the purchase of a home, the authorities may also require a certificate from the Property Registry regarding any real estate already registered in the applicant’s name.


After purchasing a home or completing construction, the applicant must register their place of residence with the relevant municipality. This must be done within three months of purchasing the home, obtaining a residence permit for it, or completing construction. The subsidy itself is paid after the submission of documents confirming the purchase or completion of construction.
